4. 3 abuses, banned by manager - BLACKLISTED.
5. take|invte|key|limit (channels with no ChanServ, X, Q, etc) - PURGE.
6. flood-(ban|kick|deop) (by users with same/higher level access) - SUSPEND, manager convocation.
