Shows channel's DESCRIPTION. To setup channel's desc use !chanset desc <$text|none>.Syntax chan: !desc [$nick]
Syntax msg: /msg <BotNick> desc <#chan> [$nick]
Description: $nick - the user's nick, to whom is addressed the info (local +v access level requireed).
Example: !desc or /msg DELPHINUS desc #a&a niqu
